PS State Department for Water and Sanitation, Julius Korir on Wednesday signed cascaded Performance Contracts with heads of departments in the State Department for Water and Sanitation.
The ministry said the move institutionalises accountability, strengthens results tracking and resource use, and supports national goals on universal access to safe water and improved sanitation.
In a statement dated February 25, 2026, the Ministry of Water, Sanitation and Irrigation said the move followed the signing of the second-level performance contract for the new financial year.
“Following the signing of the 2nd Level Performance Contract for FY 2025/2026, the Principal Secretary, State Department for Water and Sanitation, Julius Korir, CBS, proceeded to sign cascaded Performance Contracts with the State Department’s Heads of Departments led by the Water Secretary, Eng. Samuel Alima and the Secretary Administration,” the statement said.
The ministry described the exercise as a structured step towards strengthening accountability across the department.
“The cascaded signing institutionalizes accountability across all technical and administrative units, ensuring that departmental work plans, outputs, and service delivery targets are fully aligned with the State Department’s strategic priorities and the Ministry’s overall performance framework,” it said.
Performance contracting is a management tool used in Kenya’s public service to link institutional targets with national development goals.
By cascading the contract to departmental heads, the State Department aims to ensure that operational units take direct responsibility for delivering agreed outcomes.
The ministry said the move will support more effective implementation of projects and programmes in the water and sanitation sector.
“This process operationalizes the Performance Contract at the implementation level, strengthening results tracking, resource utilization, and timely delivery of water and sanitation programmes,” the statement said.
Officials said the approach is designed to enhance coordination between policy direction and on-the-ground execution, particularly as the government works towards expanding access to essential services.
The ministry framed the signing as part of a broader push to embed a culture of measurable results within public institutions.
“The exercise reaffirms the State Department’s commitment to a performance-driven culture, effective public service delivery, and accelerated achievement of national goals on universal access to safe water and improved sanitation,” it said.
Kenya has set targets aimed at increasing access to clean and safe water, as well as improving sanitation coverage across both urban and rural areas.
The performance contracts are expected to serve as internal accountability tools to monitor progress against those objectives.
By aligning departmental work plans with strategic priorities, the State Department seeks to ensure that budget allocations and human resources are directed toward clearly defined outputs and outcomes.
The signing ceremony brought together senior leadership within the department, including heads of technical and administrative units, signalling a coordinated approach to implementation in the 2025/2026 financial year.
The ministry did not provide specific project targets or funding allocations in the statement but emphasised that the framework would enhance oversight and delivery mechanisms.
With the contracts now cascaded to departmental heads, attention will turn to execution and monitoring throughout the financial year.
